Explore Funding Programs

Getting Started

As the county's lead economic and residential development agency, we coordinate development initiatives, ranging in scope from the revitalization of the former Carrie Furnace site to the home improvement dreams of a single county resident.

Attracting businesses to the county — and helping them grow and create jobs — are our top objectives, achieved through a diverse array of financing programs. We also serve as a conduit for federal and state funding.

We coordinate property acquisition, site development and redevelopment, and infrastructure development for major development projects. These areas of expertise are especially critical in the recycling of brownfields, an ACED emphasis.

Through our Housing Development and Consumer Services sections, we improve the county’s housing stock and strengthen its residential neighborhoods. Our chief vehicles are financing programs for individual homeowners, communities, developers and contractors, and nonprofit human services agencies.

We secure funding for major real estate and business development projects, and administer the financing acquired. Our responsibilities include overseeing use of Tax Increment Financing (TIF), one of the county’s most important development tools.

Requirements:

Nonprofit organizations, government entities, authorities, business owners and private developers with a total project budget of at least $1 million are eligible for an ARPA Site Development Fund grant.

      American Rescue Plan Act (ARPA) Trails

      The Redevelopment Authority of Allegheny County (RAAC) has created the Trail Development Fund for shovel-ready trail development projects, associated land acquisition, and/or engineering and design of trails taking place in Allegheny County. Under this new program, eligible non-profits, municipalities, councils of governments, businesses, and private developers will be able to apply for grants for construction with a minimum request of $250,000, land acquisition with a minimum request of $150,000, and for engineering and design with a minimum request of $150,000. Grant funds will be awarded to support the advancement of trail and active transportation projects in Allegheny County. Eligible projects should be primarily centered on creating new trail opportunities, expanding and enhancing existing trail facilities, and facilitating local connections to existing trail and multimodal transportation systems.

      The purpose of the AAGP is to provide financial assistance to municipalities, non-profit organizations, and councils of governments to develop community plans and design transportation projects that will when implemented, provide bicycle and pedestrian connections to critical local destinations and transportation systems and increase residents' opportunities for physical activity.

        Active Allegheny Grant Program

        The purpose of the AAGP is to provide financial assistance to municipalities, non-profit organizations, and councils of governments to develop community plans and design transportation projects that will when implemented, provide bicycle and pedestrian connections to critical local destinations and transportation systems and increase residents' opportunities for physical activity. Eligible Applicants: 1. Allegheny County municipalities 2. Councils of Governments (COGs) applying on behalf of one or more of its members 3. Non-profit organizations applying on behalf of a municipality Multi-municipal applications are allowed and strongly encouraged. Only one grant application will be considered per municipality, including joint applications

        Application for Community Development Block Grant (CDBG) entitlement funds for projects such as infrastructure, public services, economic development, housing, hunger and nutrition and other activities that benefit low/moderate-income communities and households or support in the creation and retention of jobs for individuals of low/moderate-income households. Allegheny County currently accepts applications for entitlement funding from municipalities, Councils of Governments and non-profit agencies, in September of each year.             The Low-Income Housing Tax Credit (LIHTC) program provides credits to developers to reduce their costs in exchange for reserving a certain percentage of units for lower-income families.

              This application is for developers that are seeking financing from Allegheny County for an affordable housing project to be funded primarily through an allocation of Low-Income Housing Tax Credits (LIHTC) that they receive from the Pennsylvania Housing Finance Agency. LIHTC funds are the primary vehicle for funding larger affordable housing projects in the County.

              This application is for the Mon Valley Public Health & Welfare Fund made available after a settlement stemming from the 2018 Christmas Eve fire at the U.S. Steel Clairton Coke Works. These funds are meant to invest back into communities impacted by the fire.

              Requirements:

              • Funds must primarily benefit Mon Valley communities located near the Facilities, including any one or more of the following communities: Clairton, Glassport, Dravosburg, McKeesport, Port Vue, Liberty, Lincoln, West Mifflin, Braddock, North Braddock, East Pittsburgh, Duquesne, and North Versailles.

                Proposals must be exclusively designated to fund public health and welfare and/or air quality improvement projects that have a direct, tangible, positive impact on public health and welfare and/or air quality in the Mon Valley communities located near U. S. Steel’s Clairton Coke Works, Edgar Thomson Plant, and Irvin Plant. Who Should Apply: 501(c)(3) tax-exempt entities that are located in and that serve the Mon Valley communities located near the Facilities. Those communities include Braddock, Clairton, Dravosburg, Duquesne, East McKeesport, East Pittsburgh, Elizabeth Borough, Elizabeth Township, Forward, Glassport, Jefferson Hills, Liberty, Lincoln, McKeesport, North Braddock, North Versailles, Pleasant Hills, Port Vue, Versailles, Wall, West Elizabeth, and West Mifflin. This is the 1st of 5 funding rounds. A total of $2,500,000.00 will be awarded over the next 5 years. $450,000.00 is available to award to eligible projects each round.

                              This application is for the Mon Valley Public Health & Welfare Fund made available after a settlement stemming from the 2018 Christmas Eve fire at the U.S. Steel Clairton Coke Works. These funds are meant to invest back into communities impacted by the fire.

Who Should Apply: 501(c)(3) tax-exempt entities that are located in and that serve the Mon Valley communities located near the Facilities. Those communities include Braddock, Clairton, Dravosburg, Duquesne, East McKeesport, East Pittsburgh, Elizabeth Borough, Elizabeth Township, Forward, Glassport, Jefferson Hills, Liberty, Lincoln, McKeesport, North Braddock, North Versailles, Pleasant Hills, Port Vue, Versailles, Wall, West Elizabeth, and West Mifflin. This is the 1st of 5 funding rounds. A total of $2,500,000.00 will be awarded over the next 5 years. $450,000.00 is available to award to eligible projects each round.
